Harvey has lived his entire life at the Jersey Shore. He was born in 1946 at Fitkin Memorial Hospital, now known as Jersey Shore Medical. His education began in Asbury Park at the Bond Street Elementary School and finished at Deal Grammar School. Of course, from there he went to APHS and graduated in 1963. Then on to Lehigh University (B.A.) and American University Law School (J.D.)
Asbury Park and APHS have played an important role in Harvey’s life. A classmate at APHS introduced Harvey to his wife Barbara, at Convention Hall in the summer of 1966 when both were buying tickets for one of the summer concerts. They were married in 1970 and have two sons, Michael and David, both of whom are attorneys and partners in the firm of Novins, York, Jacobus and Dooley. Harvey and Barbara have two wonderful daughters-in-law, Lori (Michael) and Amy (David). And they have four truly amazing grandchildren: Maddie, Morgan, Shelby and Harry.
After law school Harvey served a judicial clerkship with the judges in Ocean County and joined the Novins firm as an associate in 1971, becoming a partner in 1973, where he practices law today. He has served as Chairman of the NJ Supreme Court District ethics committee and lectured in Land Use and Real Estate law throughout his career.
Harvey has always felt that giving back to the Community was important since the Community has been good to him and his family. Service is important to him, and he has tried his best to be a contributing member of society and the community.
He has been President of the Toms River Kiwanis Club, Chairman of the Ocean County College Foundation and served on its Board of Trustees for 50 years, Member of the Ocean County College Board of Trustees, President of the Ocean County United Way, President of the Ocean County YMCA and served on its Board of Directors for more than 50 years, Vice President of the Ocean County Jewish Federation, Chairman of the Israel Bond Committee, President of the Ocean County-Toms River Chamber of Commerce, President of Hollywood Golf Club, Member and Founding Member of the Toms River Daybreak Kiwanis Club, Member of the Lehigh University Alumni Association Board of Directors, and Member of Temple Beth Am Shalom.
Harvey has received Awards and Honors from Community organizations; Toms River YMCA, Ocean County Jewish Federation, United Way of Ocean County, Ocean County College, Toms River Rotary Club, Toms River Kiwanis Club, Lehigh University Alumni Association, National Conference of Christians and Jews, Temple Beth Shalom, and Ocean County Girl Scouts.
Harvey enjoys the practice of law and participating in the Community, none of which would have been possible without the support and encouragement of his wife, Barbara. Together they consider themselves to be very fortunate to be able to enjoy life with their wonderful family and friends.
